■ステートメント
2021年11月、経済対策で大きな注目を集めた政策案は、18歳以下に一律で10万円の現金を給付するとされていた。
ただ中学生までは全員に支給するが、中学校を卒業したら申請が必要という落とし穴があった。その後、自民・公明両党の幹事長会談を経て、5万円分は教育関連に使途を限定したクーポンにすると変容した。
さらに「一律給付」を主張する公明党に対して、自民党は「年収960万円以下」の所得制限を設けるよう求めた。親の年収条件に矛盾があったり、現金のみの支給ではかからないはずのクーポン発行による莫大な手数料で潤う人間がいたりと問題だらけの政策となった。
本作品は「coupon」という文字を視力検査のランドルト環の様な形状になっている。最初は耳触りが良かった政策が時間が経つと共に、国民にとって嬉しく無いニュースが次々に出てきた様子を、下に行くほど小さくなっていくランドルト環一文字の中に文字を込めてられている。

■Statement
In November 2021, a policy proposal that garnered significant attention as an economic stimulus measure promised a uniform cash payment of 100,000 yen to everyone under 18.
However, while the payment was made to all students up to junior high school, there was a catch: an application was required after graduating from junior high school. Subsequently, following a meeting of the secretaries-general of the Liberal Democratic Party and Komeito, the plan was changed to provide 50,000 yen in coupons that could only be used for education-related purposes.
Furthermore, while Komeito advocated for a "uniform payment," the Liberal Democratic Party demanded an income restriction of "annual income of 9.6 million yen or less." The policy became riddled with problems, including inconsistencies in the parental income requirement and the fact that some individuals profited from the enormous fees incurred by issuing coupons, which should not have been a factor if only cash payments were made.
This artwork uses the word "coupon" in a shape resembling a Landolt ring used in eye exams. The word "coupon," which initially sounded appealing, gradually gave way to a series of unwelcome developments for the public as time passed, and this is all conveyed within the Landolt ring, which gets smaller as you move down the page.
