日本オリンピック委員会の竹田恒和会長が日本誘致に2億2000万円の賄賂疑惑があり、フランス当局の予審判事による事情聴取を受けるにあたって提出した報告書の不都合な部分を
黒塗りにしていたといい、世界からは「不都合な部分を堂々と黒塗りにして提出するとはナメているのか」と驚かれたが、日本のお偉いさんはそれを不自然だと思わないらしい。
2019年、加計学園グループの岡山理科大学獣医学部新設計画をめぐるいわゆる「加計学園問題」が取り沙汰された。
その件について今治市民から情報公開請求を受けた愛媛県は”公開しては加計学園や安倍政権にとって不都合な部分”を黒塗りせずに開示した。
それが当たり前なのだが、なんと愛媛県の担当者が会見を開き「非開示部分を黒塗りするのを忘れたまま誤って開示し、関係者にご迷惑を掛け申し訳ない」と謝罪したのだ。
黒塗りされた不都合な文書は、白飯の上に敷かれた海苔のに例えられ「のり弁」と呼ばれている。
そんな物を平気で提出しても問題ないとする、日本の悪しき習慣はもうやめにしてほしい。
本作品は、白飯の写真上に黒塗りする前の「岡山理科大学今治キャンパス設置経費内訳」を入手し、そのままプリントして数センチ離した高さで黒塗りにし、額装された”のり弁”になっている。

■Statement
Japanese Olympic Committee President Tsunekazu Takeda is suspected of accepting a 220 million yen bribe to secure the Olympic Games for Japan. When he was questioned by a French investigating judge, he allegedly blacked out inconvenient parts of the report he submitted. This shocked the world, with many questioning whether he was being disrespectful by openly blacking out inconvenient sections. However, it seems that Japanese officials don't find this unusual.
In 2019, the so-called "Kake Gakuen problem" arose, concerning the Kake Gakuen Group's plan to establish a new veterinary school at Okayama University of Science.
Ehime Prefecture, which received a request for information disclosure from Imabari citizens regarding this matter, disclosed the document without blacking out the parts that were inconvenient for Kake Gakuen and the Abe administration.
While this should be the norm, an Ehime Prefecture official held a press conference and apologized, saying, "We mistakenly disclosed the document without blacking out the non-disclosed parts, and we apologize for causing trouble to those involved."
The blacked-out, inconvenient document is likened to the seaweed placed on top of white rice and is called a "nori-bento" (seaweed bento). I wish this bad Japanese custom of accepting such things without hesitation would stop.
This artwork is a "nori bento" (seaweed bento box) created by obtaining the "Breakdown of Installation Expenses for the Imabari Campus of Okayama University of Science" before it was blacked out over a photograph of white rice, printing it as is, blacking it out a few centimeters away, and framing it.
